Opportunity Overview
Senghor University in Alexandria awards 100 Master in Development scholarships a year with housing, meals, insurance and a monthly allowance. An international French-language university serving African development and a direct operator of the Organisation internationale de la Francophonie, Senghor runs a two-year Master in Development at its New Borg El-Arab campus, with a field internship in the second year. Specialisations include cultural heritage management, cultural enterprise management, protected areas and biodiversity, environmental management, governance and public management, project management, international nutrition and international public health. In the 2026 intake the university gave living-cost scholarships to 100 first-year students: each pays only a €400 annual administrative fee and receives a single studio on campus, a daily lunch, health insurance, a monthly allowance of EGP 4,000 and a contribution to the airfare and visa fees for the second-year internship, while travel to Alexandria is at the student's expense. A number of waitlisted candidates are also admitted at €3,700 a year. Applicants need a licence (three-year bachelor's) or equivalent, at least one year of relevant work experience and, to receive a scholarship, must be under 36 on 1 September of the year of entry. Teaching is entirely in French, the call sets no nationality restriction, and applications from women are strongly encouraged. Selection involves a file review, an online written test (€30 fee) and an interview. The call for the 21st intake closed in spring 2026 for entry in September 2026, and based on that cycle the next call is expected between January and March 2027.

It covers tuition, campus accommodation, a monthly stipend and comprehensive medical insurance. There are two routes: the bilateral route (Type A) through the Chinese embassy or the designated agency in your country (often the Ministry of Higher Education), or directly through designated Chinese universities (Type B). Bachelor's applicants now need a CSCA test score. The portal usually opens in November–December 2026; deadlines are set by each embassy or university and typically fall between late November 2026 and April 2027 (bilateral or embassy routes are often earliest).
