Opportunity Overview

Université Laval gives international doctoral students a supplementary fee exemption bursary so that they pay Québec student rates for their whole PhD. International tuition in Québec is made up of the general fees paid by Québec students plus supplementary fees set by the Ministry of Higher Education. Université Laval, the oldest francophone university in the Americas, grants international students enrolled full time in a regular doctoral programme and holding a valid study permit an exemption bursary equal to these supplementary fees, so they pay only what Québec students pay, until they reach the credits required by their programme (90 or 96 billed credits). Students in distance programmes, part-time students, permanent residents and other groups listed on the official page are excluded. New students apply after admission through an online form with the Bureau des bourses et de l'aide financière (BBAF), and must be registered full time before the deadline set for each session; renewal is handled every spring through BBAF emails. Students from France, French-speaking Belgians and nationals of countries with a Québec agreement first apply for the government exemption that applies to them.

Chinese Government Scholarship (CSC) 2027–2028

Master, Bachelor, PhD

A fully funded scholarship from the Chinese government, administered by the China Scholarship Council (CSC), for bachelor's, master's and PhD study at Chinese universities. It covers tuition, campus accommodation, a monthly stipend and comprehensive medical insurance. There are two routes: the bilateral route (Type A) through the Chinese embassy or the designated agency in your country (often the Ministry of Higher Education), or directly through designated Chinese universities (Type B). Bachelor's applicants now need a CSCA test score. The portal usually opens in November–December 2026; deadlines are set by each embassy or university and typically fall between late November 2026 and April 2027 (bilateral or embassy routes are often earliest). Bachelor's applicants must sit the CSCA test (December or January sessions) before applying. International airfare is not covered.
