Opportunity Overview

A government scholarship from the HKSAR Government Scholarship Fund, offered through the eight UGC-funded universities (including HKU, CUHK, HKUST, PolyU and CityU), for non-local students from Belt and Road countries entering the first year of a full-time publicly funded bachelor’s programme or a research postgraduate programme (MPhil or PhD). It covers non-local tuition (up to HK$280,000 a year at HKU in 2027–28) for the duration of study, with 150 places a year since 2024–25. There are three strands: designated countries (Indonesia, Malaysia, Thailand, Myanmar, Mongolia and Kazakhstan) for undergraduates, other Belt and Road countries for undergraduates, and research postgraduates from any Belt and Road country. You apply through the university together with your admission application and indicate interest in the scholarship: at HKU the deadline is 31 January 2027, and you upload a one-page statement on why you should be considered and your plans after graduation, a CV with certificates, and four short paragraphs on academic achievements, contributions to your institution or society, leadership and communication, and interest in integrating into and contributing to Hong Kong society. Deadlines differ between universities. The student visa route excludes nationals of Afghanistan, Cuba and North Korea; check the Belt and Road Portal for the list of participating countries.
