About the scholarship program
The Ministère de l'Enseignement supérieur (MES) is the government department responsible for universities and colleges in the French-speaking Canadian province of Québec, based in Québec City. It funds the Merit Scholarship Program for Foreign Students (PBEEE), run by the Fonds de recherche du Québec (FRQ) for research master's, doctoral and postdoctoral candidates and short research stays, and, under agreements with about forty countries and one international organisation, it grants exemptions from the supplementary tuition fees charged to international students, so that beneficiaries pay Québec or preferential rates.
