- Open to all nationalities, but Category 1 (most awards) is for EU/EEA/UK/Swiss/Ukrainian nationals resident in the EU 3 of the last 5 years.
- Category 2 (everyone else, e.g. Arab nationals): success rate only 2-3%.
- First-class or upper second-class bachelor's (or equivalent), or a master's.
- Master's applicants must not hold a master's; PhD applicants must not hold a PhD.
